&lt;span style="font-family:Calibri;"&gt;&lt;span style="font-size:85%;"&gt;As I await the bus shuttle to BMI, the reflection on a great week at the National Emergency Training Center is a combination of great food, fantastic presentations and plenty of time to relax and see the sights.&lt;span style="mso-spacerun: yes"&gt; &lt;/span&gt;Actually had a chance to get back into a regular workout routine – having taken off way too long over the winter.&lt;span style="mso-spacerun: yes"&gt; &lt;/span&gt;It feels good to just take the time to spend with your practioners in crime….emergency management.&lt;span style="mso-spacerun: yes"&gt; &lt;/span&gt;This year’s Higher Ed Conference in Emergency Management was very well done.&lt;span style="mso-spacerun: yes"&gt; &lt;/span&gt;I was very impressed with the organization of the conference from the start.&lt;span style="mso-spacerun: yes"&gt; &lt;/span&gt;The choice of topics presented and the selection of presenters made the entire week a productive and reactive session.&lt;span style="mso-spacerun: yes"&gt; &lt;/span&gt;The observation on how many networks, partnerships, and new friendships formed in three short days was exhilarating.&lt;span style="mso-spacerun: yes"&gt; &lt;/span&gt;I would encourage anyone who is part of the educational process, or has involvement in designing, developing, or delivering curriculum or any kind – relative to emergency management – should plan to attend next year.&lt;span style="mso-spacerun: yes"&gt; &lt;/span&gt;In the meantime, the effort of pushing the importance to provide and deliver quality information and education continues.&lt;span style="mso-spacerun: yes"&gt; &lt;/span&gt;The link at the end of this post is your door to finding what you may need if you are new or haven’t been able to locate people and resources involved in EM Higher Ed.&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:Calibri;"&gt;&lt;span style="font-size:85%;"&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:Calibri;"&gt;&lt;span style="font-size:85%;"&gt;People from all over the globe where here – China, New Zealand, Haiti and Canada (just to mention a partial list).&lt;span style="mso-spacerun: yes"&gt; &lt;/span&gt;Diversity abounds with this group.&lt;span style="mso-spacerun: yes"&gt; &lt;/span&gt;We worked together on variety of issues and discussed many solutions.&lt;span style="mso-spacerun: yes"&gt; President Obama has instructed the federal government to undertake a swift, coordinated, and aggressive effort to save lives in Haiti, and FEMA continues to support USAID and others in those efforts. &lt;br /&gt;  &lt;br /&gt;On behalf of FEMA Administrator Fugate, I’d like remind you that FEMA is supporting USAID’s efforts in Haiti with search and rescue teams, communications and coordination support, and relief supplies and commodities.  As you well know, state, local, and tribal responders are the foundation of our nation’s search and rescue teams.  I know the President and Secretary Napolitano share my gratitude for the commitment and dedication shown by these responders. &lt;br /&gt;  &lt;br /&gt;State, local, and tribal governments with goods and services to offer to the relief effort in Haiti should direct their offers to &lt;a href="mailto:helphaiti@state.gov"&gt;helphaiti@state.gov&lt;/a&gt;.  Responders are reminded to please not attempt self-dispatch to Haiti; USAID and the State Department are coordinating the deployment of resources to Haiti and responders should deploy only if tasked to do so. &lt;br /&gt;  &lt;br /&gt;The most urgent need that we can all fulfill at this time is to support ongoing disaster relief fundraising efforts. &lt;br /&gt;USA TODAY analysis by Andrew Seaman&lt;br /&gt;&lt;br /&gt;WASHINGTON — Nearly half of all "serious" hazardous materials spills on roads, rails, airstrips and waterways go unreported to the government, leaving investigators without data used to identify unsafe carriers and containers, federal records show.&lt;br /&gt;&lt;br /&gt;Although the Department of Transportation (DOT) says accurate incident data is critical to ensuring that hazmat carriers operate safely, it rarely uses its authority to penalize haulers that don't file the required reports after spills.&lt;br /&gt;&lt;br /&gt;From 2006 through 2008, hazmat carriers failed to report 1,199 "serious" incidents, such as larger spills that cause substantial evacuations, major road closures, serious injuries, or releases of especially dangerous materials. The number of serious incidents that were reported: 1,403.&lt;br /&gt;&lt;br /&gt;The DOT's Pipeline and Hazardous Materials Safety Administration began identifying unreported incidents in 2005 using news accounts and logs from emergency response agencies. USA TODAY requested the previously unreleased data .&lt;br /&gt;&lt;br /&gt;Hazmat carriers are required to report spills to DOT, and the data "are directly related to the department's ability to ... protect the public from the inherent hazards associated with (hazmat) transportation," the safety administration said in a statement. Besides being used to spot unsafe haulers and containers that are prone to failure, the data also help "identify precursors to potential high consequence incidents."&lt;br /&gt;&lt;br /&gt;However, since Jan. 1, 2006, the agency has sanctioned just seven carriers for not reporting serious hazmat spills; four were fined up to $2,750 each.&lt;br /&gt;&lt;br /&gt;All other cases were handled with warnings.&lt;br /&gt;&lt;br /&gt;"It is (the agency's) responsibility to take some type of enforcement action," said Rep. Jim Oberstar, D-Minn., and chairman of the House Transportation Committee. Without accurate data, the agency "cannot put together a strategic plan for reducing hazardous materials transportation incidents, fatalities, and injuries," added Oberstar, who plans to explore the issue at a hearing Thursday.&lt;br /&gt;&lt;br /&gt;Smaller hazmat carriers may not know the reporting rules, said Rich Moskowitz, vice president of the American Trucking Associations. You need JavaScript enabled to view it , HSO Editor&lt;br /&gt;&lt;br /&gt;Despite the psychological and emotional aftereffects of the terrorist attacks on September 11, the US economy appears to have been largely unscathed, according to a collection of eight studies recently published as a volume in a special issue of Peace Economics, Peace Science, and Public Policy.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Researchers evaluating the impact on the US economy say that losses ranged on average from $35 billion to $109 billion of gross domestic product, or between .5 percent and 1 percent of the Gross Domestic Product (GDP). Previous studies put losses as high $500 billion, or 5 percent of the annual GDP, according to the authors.&lt;br /&gt;&lt;br /&gt;Among the key findings:&lt;br /&gt;&lt;br /&gt;- The total business interruption losses from the 9/11 attacks on the US economy were $109 billion, or 1 percent of the GDP. The decline in the Gross Regional Product for the New York Metropolitan Area was $14 billion, or 1.2 percent of the economy.&lt;br /&gt;&lt;br /&gt;- Looking only at the impact on the World Trade Center, researchers estimated the total physical capital loss to be $26.8 billion and lifetime earnings loss at $9.7 billion.. Wage and salary income for the New York Metro Area was roughly $6 billion (in 2006 dollars) lower than it would have been if the attack hadn't occurred.&lt;br /&gt;&lt;br /&gt;- Several authors attempted to separate the individual effects of the recession from the 9/11 attacks. Despite the challenges in doing so, after examining declines in industrial production, they concluded that the national economic impact of 9/11 appears to have been modest and of a short duration. At the regional level, they found the impact was seen more in spurring relocations than in reducing economic activity.&lt;br /&gt;&lt;br /&gt;“This is the most comprehensive study to date on the economic impacts of 9/11, and it can be applied towards future planning and preparation in the event of future terrorist attempts,” said Adam Rose, a research professor with the USC School of Policy, Planning, and Development and co-editor of the reports.&lt;br /&gt;&lt;br /&gt;Rose is also coordinator for Economics with CREATE, which was the first of more than a dozen University Centers of Excellence on Research and Education established by the Department of Homeland Security to provide independent analysis of terrorism and natural disasters. “It shows that Osama bin Laden's policy strategy to damage the US economy was short-lived in its effects due to the resiliency of the US economy.”&lt;br /&gt;&lt;br /&gt;Portions of the research had been presented during the North American Regional Science Council Meetings last November in New York City, but the complete report has just been released.&lt;br /&gt;&lt;br /&gt;One aspect of the studies that is different from other economic impact studies of 9/11 is the inclusion of resilience as a factor in allowing for the economy to adapt to unusual circumstances. For example, 98 percent of the businesses in the World Trade Center area didn’t fail after the attacks. Instead, they relocated outside of the destroyed zone, primarily in the New York City metropolitan area.&lt;br /&gt;&lt;br /&gt;The CREATE study also took into consideration behavioral linkages, which are typically overreactions to a situation that exacerbates the losses. Wall has spent his entire professional career working in public emergency services, including more than two decades in law enforcement. Wall earned a Bachelors of Science Degree in Management from Excelsior University.  "Edward Wall has a distinguished background in law enforcement working at the highest levels of public emergency services," Governor Doyle said. "I am certain he will serve the people of Wisconsin well in his new position." &lt;br /&gt;&lt;br /&gt;Wall, 49, previously worked at the Wisconsin Department of Justice as Special Agent in Charge of the Investigative Services Bureau and Senior Special Agent of the Technical Services Unit. But is your school’s emergency notification system ready? Now’s the time to tweak safety notification policies — before an emergency comes up.&lt;br /&gt; &lt;br /&gt;The University of Georgia’s (UGA) Security Manager John Newton outlined three common mistakes in using emergency notification systems at the School Safety Advocacy Council’s annual conference in Orlando. He also offered solutions that UGA implemented to make their alert system more effective.&lt;br /&gt;&lt;br /&gt;Problem #1: Overusing the system.  Students may ignore the system if it’s used too often for non-emergency situations. A true safety warning going unheeded could turn into a tragedy. Quick fix: Use another channel to distribute non-threatening messages, such as group e-mails or PA systems.&lt;br /&gt;&lt;br /&gt;Problem #2: Inappropriate message lengths. Outgoing voice mail messages vary in length – especially with cell phones that list options to page the person. If the alert is too short, the voice mail greeting will outlast it, and the intended recipient will never receive the emergency notification. Quick fix: The ideal message should be about 30 seconds.&lt;br /&gt;&lt;br /&gt;Problem #3: Different phones have different text message character limits. If some of the alert gets cut off at the end, it may send recipients into a panic. The school may be bombarded with calls from frantic students and parents. Quick fix: Stick to the average limit — 160 characters per text — and direct recipients to further information via another channel, such as the Web site or local TV and radio stations.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;How does your school keep its emergency notification system in top-notch shape? The competition carries a $1,500 prize for the winning entry and the writer will be invited to the Center’s campus for its annual Forum. This competition strives to stimulate original thought and analysis on issues in Homeland Security and Homeland Defense. The competition is open to anyone with an interest in homeland security issues.&lt;br /&gt;&lt;br /&gt;The criteria for the essay and its submission are:&lt;br /&gt;&lt;br /&gt;Statement of Purpose:&lt;br /&gt;According to the National Strategy for Homeland Security, the objectives of homeland security are to prevent terrorist attacks within the United States, reduce America’s vulnerability to terrorism, and minimize the damage and recover from attacks that do occur. The purpose of this competition is to promote innovative thinking that addresses these objectives.&lt;br /&gt;&lt;br /&gt;Essay question:&lt;br /&gt;How can, or should, the United States make homeland security a more layered, networked, and resilient endeavor involving all citizens?&lt;br /&gt;&lt;br /&gt;Responses may be general or may focus on a specific aspect (organizational, policy, strategy, practice, technological innovation, social impact, etc.) or discipline/field, such as emergency management, public health, law enforcement, critical infrastructure or intelligence. The essay may also be written from any perspective — e.g. government, private sector, cultural, local community or citizen.&lt;br /&gt;&lt;br /&gt;Who may enter:&lt;br /&gt;Anyone interested in homeland security issues. Individuals associated with CHDS past and present are not eligible.&lt;br /&gt;&lt;br /&gt;Competition Guidelines:&lt;br /&gt;The essay should be no more than five pages, single spaced, 12-point type and in Word or PDF format. Do not include author’s name on the essay. Entries will be submitted via webpage instructions. Deadline for submission: January 31, 2010.&lt;br /&gt;&lt;br /&gt;Notification:&lt;br /&gt;The winner and finalists will be announced no later than May 31, 2010.&lt;br /&gt;&lt;br /&gt;Criteria:&lt;br /&gt;Essays are judged according to the relevance of the response to the question, innovation of ideas, strength of the argument and quality of the writing.&lt;br /&gt;&lt;br /&gt;Award:&lt;br /&gt;The winner will receive a $1,500 cash award and will be invited to the Center for Homeland Defense and Security, located at the Naval Postgraduate School in Monterey, Calif., where he or she will be recognized at the CHDS Forum.&lt;br /&gt;&lt;br /&gt;Last year’s winning entry was titled “Emergency Response, Public Health and Poison Control: Logical Linkages for Successful Risk Communication and Improved Disaster and Mass Incident Response” and authored by Valerie Yeager, research assistant and writer at the University of Alabama at Birmingham South Central Center for Public Health Preparedness. The essay was the top essay out of 147 entries.&lt;br /&gt;&lt;br /&gt;The winning essay for the first year of the contest was titled “Reducing the Risk” by Matthew Allen, a staff scientist at Sandia National Laboratories in Livermore, California. It's time for the EM community to engage the emergency preparedness planning with nursing homes. I understand...we don't plan to fail, just fail to plan. Get a phone book and secure an agreement with a local provider when the power goes out. Do they really know the size of generator they are going to have to purchase (and maintain) to power the entire facility. I'm assuming all areas of the facility would be on the priority list! The school says leftover fuel will be stored at a lab in Idaho. &lt;br /&gt;&lt;br /&gt;The changeover is part of the Department of Energy's Global Threat Reduction Initiative, which aims to secure high-risk nuclear and radiological materials worldwide. &lt;br /&gt;&lt;br /&gt;Nuclear reactors at two other universities switched over last year, and UW-Madison's will be the third and final one to NIMS establishes standardized incident management processes, protocols, and procedures that all federal, state, tribal and local responders will use to coordinate and conduct response actions.&lt;br /&gt;&lt;br /&gt;NIMS expands on the original version released in March 2004 by clarifying existing NIMS concepts, better incorporating preparedness and planning and improving the overall readability of the document. U.S. Environmental Protection Agency officials said radioactive substances are in three of the barrels.  The chemicals found in Kalamazoo County's Texas Township are flammable and explosive. They include benzene and carbon tetrachloride.  Some mercury has been cleaned from a barn floor.&lt;br /&gt;&lt;br /&gt;EPA officials said they have found no evidence of groundwater contamination or risk to area homes.  The agency started the cleanup on Sept. 10 following a pole-barn fire in August that led to the discovery of the barrels. Structures that had been built to meet the NFIP's requirements for floodplain management performed well.&lt;br /&gt;&lt;br /&gt;1989 - FEMA revises the definition of "substantial improvement" and, for the first time, defines "substantial damage" - terms that affect floodplain management and reimbursement of disaster losses.&lt;br /&gt;&lt;br /&gt;Substantial improvement represents any reconstruction, rehabilitation, addition or other improvement of a building where the cost of the improvement equals or exceeds 50 percent of the market value of the building before the start of construction. &lt;br /&gt;Substantial damage reflects damage of any origin sustained by a building when the cost of restoring the building to its before-damaged condition would equal or exceed 50 percent of the market value of the building before the damage occurred. &lt;br /&gt;1990 - NFIP establishes the Community Rating System, which discounts flood insurance premiums in communities that voluntarily adopt measures that reduce flood losses or that increase the number of flood insurance policies.&lt;br /&gt;&lt;br /&gt;1992 - Hurricane Andrew devastates south Florida.&lt;br /&gt;&lt;br /&gt;1993 - The Great Midwest Flood of the upper Mississippi and lower Missouri River basins results in presidential disaster declarations for 505 counties in nine states and damage as high as $16 billion. Only about one in ten affected structures are covered by flood insurance.&lt;br /&gt;&lt;br /&gt;1993 - Extensive flooding causes NFIP losses of more than twice the historic level and forces the program to borrow $100 million from the U.S. Treasury. This is the first time such borrowing has been necessary since 1984. The funds are repaid in fiscal year 1994.&lt;br /&gt;&lt;br /&gt;1993 - Congress passes the "Volkmer Amendment" to the 1988 Stafford Act.&lt;br /&gt;&lt;br /&gt;Increases federal support for relocating flood-prone properties. &lt;br /&gt;Increases hazard-mitigation funds available after a disaster to 15 percent of all of FEMA's appropriated federal disaster funds, up from the previous 10 percent. &lt;br /&gt;The federal share of approved mitigation projects increases from 50 percent to 75 percent. &lt;br /&gt;Clarifies conditions for the purchase of damaged homes and businesses. &lt;br /&gt;Dictates that purchased structures must be removed and the land dedicated in perpetuity for a use that is compatible with open-space, recreational or wetlands-management practices. &lt;br /&gt;1994 - The National Flood Insurance Reform Act includes the most comprehensive changes to NFIP since 1973.&lt;br /&gt;&lt;br /&gt;Strengthens requirement that flood insurance be purchased by recipients of federal disaster assistance. &lt;br /&gt;Requires lenders to purchase flood insurance where required if the borrower fails to do so. &lt;br /&gt;Imposes penalties for failure to require flood insurance or to notify borrowers when flood insurance is required. &lt;br /&gt;Establishes notice requirements for properties located in flood hazard areas. &lt;br /&gt;1995 - Congress passes the National Flood Insurance Reform Act.&lt;br /&gt;&lt;br /&gt;Applicants for Individual and Family Grants who receive federal disaster assistance are required to purchase and maintain flood insurance on the flooded property until they move to another address. &lt;br /&gt;In response to the act, FEMA increases the waiting period to 30 days from 5 days before flood insurance coverage becomes effective. &lt;br /&gt;1997 - Increased Cost of Compliance coverage is included in all new and renewed flood insurance policies.&lt;br /&gt;&lt;br /&gt;Helps cover the costs of bringing flood-damaged homes and businesses into compliance with community floodplain ordinances. &lt;br /&gt;Coverage limit of $15,000 helps pay for elevating, flood proofing, demolishing or relocating structures that have been substantially or repetitively damaged by flooding. &lt;br /&gt;Available only in communities that adopt and enforce substantial-damage or repetitive-loss provisions in the floodplain management ordinances and require action by property owners. &lt;br /&gt;1999 - More than 4.2 million flood insurance policies in effect with coverage of more than $534 billion, an increase of more than 250 percent since December 1990.&lt;br /&gt;&lt;br /&gt;2000 - Congress passes the Disaster Mitigation and Cost Recovery Act.&lt;br /&gt;&lt;br /&gt;Provides technical and financial assistance to states and local governments to promote pre-disaster hazard mitigation measures designed to reduce injuries, loss of life and damage to property, critical services and public facilities. &lt;br /&gt;Requires that states prepare a comprehensive program for disaster mitigation prior to receiving funds from FEMA. &lt;br /&gt;Discontinues FEMA's Individuals and Families Grant Program and replaces it with a program entitled "Financial Assistance to Address Other Needs," more commonly known as "Other Needs Assistance" (ONA). &lt;br /&gt;ONA provides for disaster needs such as transportation, medical and dental expenses, moving and storage fees, and replacement or repair of personal property. &lt;br /&gt;2001 - NFIP eliminates its outstanding debt to the U.S. Department of the Treasury accumulated to pay flood claims since the 1970s. The debt had reached as much as $992 million.&lt;br /&gt;&lt;br /&gt;2002 - FEMA consolidates the Temporary Housing Assistance and Individuals and Families Grant Programs into a single program called Federal Assistance to Individuals and Households (IHP) and establishes a maximum grant per applicant of $25,000.&lt;br /&gt;&lt;br /&gt;2003 - FEMA becomes part of the newly-created U.S. Department of Homeland Security.&lt;br /&gt;&lt;br /&gt;2003 - FEMA increases maximum claim payout for Increased Cost of Compliance coverage to $30,000.&lt;br /&gt;&lt;br /&gt;2003 - NFIP has cash reserves of $580 million, which are available to pay future claims.&lt;br /&gt;&lt;br /&gt;2004 - Tropical Storm Bonnie and Hurricanes Charley, Frances, Ivan and Jeanne strike Florida. We were established shortly after the September 11th attacks to mobilize our nation to prevent, protect against, and respond to acts of terrorism and other threats to our security.&lt;br /&gt;Reaching our five-year milestone has given us the occasion to look back over the past five years and assess our progress in a number of areas that are central to our mission. For all milestones - that's a very good opportunity to kind of look back. Maybe it's a better opportunity to look forward. The major focuses and activities of the Department of Homeland Security are, in my judgment, basically five in number.&lt;br /&gt;One is to work to prevent dangerous people from coming into the United States and causing us harm. Federal officials understand that people will be anxious to return home following the storm, but are asking for everyone to be patient and to wait for the "all clear" from state and local officials.  Evacuees attempting to return home early face road blocks, traffic delays, serious health hazards, as well as limited or no water, food, utility service, health care, and hospital access.  Evacuees should remember that grocery stores, other retail establishments, hospitals, and other businesses face the same issues, and may not even be able to open their doors for some time.  Recovery will take time, but federal resources will support the rebuilding effort.&lt;br /&gt;&lt;br /&gt;Gulf Coast residents benefitted from their strong preparations and willingness to listen to local, state and federal officials on actions they could take to prepare as well as the need to evacuate.  Residents in Florida, Georgia, South Carolina and North Carolina who face the potential threat of Hurricane Hanna should take similar precautions.  Individuals, families and businesses should develop their own emergency plan. They should prepare an emergency kit with medicine, food, water, batteries and other materials that will help them to support themselves and their families for 72 hours as debris and weather can limit government response times.  Everyone should pay attention to local media broadcasts and respect any evacuation order issued by state and local authorities.  Residents are reminded to include text messaging in their communication plans in case cellular calls are limited. But floodwaters engulfed the shelter itself, forcing the staff and dozens of pets to flee.&lt;br /&gt;&lt;br /&gt;It was then that the shelter's employees began to appreciate the importance of disaster preparation.&lt;br /&gt;&lt;br /&gt;Two months earlier, shelter director Misha Goodman had completed a disaster plan, designating the county fairgrounds as an alternate location in emergencies. She coordinated with the Red Cross, which set up a large shelter for human flood victims at the fairgrounds, a short distance from the relocated animal shelter. &lt;br /&gt;&lt;br /&gt;These arrangements helped the shelter - now in a second temporary location on Sand Road  to weather a time of crisis.  Flood victims gradually returned to reunite with their dogs and cats. Goodman says only one evacuated pet remains, a black and gray mixed breed dog named Tulip.&lt;br /&gt;She is available for adoption.&lt;br /&gt;&lt;br /&gt;Goodman describes Tulip as "a survivor." She was found among a litter of puppies placed in a plastic bag and left to die. Only Tulip lived. She spent two years with a family that adopted the pup, and she proved to be a vigilant protector. "One time the family noticed the dog was acting odd, even tugging at their arms," says Goodman. "When they finally looked to see what was wrong, they discovered a stranger in their yard near the children's room."&lt;br /&gt;&lt;br /&gt;But when the floods came, Tulip's family had to move into temporary quarters where pets were not allowed. And, until she finds a new home, she is a reminder that disasters take a toll on owners and pets alike. &lt;br /&gt;&lt;br /&gt;In the larger city of Cedar Rapids, there were hundreds of pets like Tulip. Their displaced owners could no longer keep them, a situation compounded by the fact that flooding destroyed the city's animal shelter. An emergency pet shelter established at Kirkwood Community College wound down last month. When flood victims failed to pick up their animals, scores of pets were shipped out of state.&lt;br /&gt;&lt;br /&gt;"We were lucky to be able to tap into a national network of rescue organizations," says Cedar Rapids animal control supervisor Jim Clark, adding that as a result, the rate of euthanasia was "practically nothing."&lt;br /&gt;&lt;br /&gt;What more can be done? Animal rescue officers in disaster-stricken Iowa communities continue to look for families willing to adopt pets remaining homeless after the severe tornadoes, storms and floods earlier this year. Clark says the Cedar Rapids shelter will move to another temporary location shortly and will be better able to handle any influx of displaced pets. Until then, he hopes those temporarily caring for flood victims' pets will remain patient. &lt;br /&gt;&lt;br /&gt;Pet owners can do their part by learning lessons from this year's disaster and by preparing for the future.&lt;br /&gt;&lt;br /&gt;Use the following guidelines to develop a plan for the small animals in your household.&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Identify shelter.&lt;/li&gt;&lt;li&gt;Gather pet supplies.&lt;/li&gt;&lt;li&gt;Ensure your pet has proper identification and up-to-date veterinarian records.&lt;/li&gt;&lt;li&gt;Providing a pet carrier and leash.&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;Take the following steps to prepare to shelter your pet:&lt;/p&gt;&lt;ul&gt;&lt;li&gt;Call your local emergency management office, animal shelter or animal control office to get advice and information.&lt;/li&gt;&lt;li&gt;Keep veterinary records to prove vaccinations are current.&lt;/li&gt;&lt;li&gt;Find out which local hotels and motels allow pets and where pet boarding facilities are located. "Those with the capacity and wherewithal to help themselves must do so in advance, so that in the event of an emergency, responders can first assist those who are unable to tend to themselves.  From wildfires and earthquakes in California, to hurricanes and tropical storms along the Gulf Coast, to flooding in the Midwest, recent events remind us more than ever that we must prepare ourselves and our families for a disaster.  This is the time, each year, when every American should ask the question, 'Am I ready?'"&lt;br /&gt;&lt;br /&gt;In keeping with their tradition of serving and protecting the nation, hundreds of local, municipal, and state Emergency Services Sector (ESS) departments and agencies are coalition members. There are early warning signs to this type of potential reaction. I believe that is just what it is...a reaction to years, sometimes decades, of personal issues that haven't been dealt with by productive and postivive measures. I submit Timothy McVeigh as the ultimate example - U.S. citizen, military service, raised in this country, educated in this country, and full of angry issues that were privatley held until one day those issues erupted into the bombing in Oklahoma City. Is it possible that we will never be able to completely prevent assassinations like this? More than 30,000 reverse 9-1-1 calls were made to residents urging them to evacuate from the "unrestrained fires." Local emergency officials also have partnered with area businesses to organize an effective response, the Times found.&lt;br /&gt;Meanwhile, a &lt;a href="http://www.knbc.com/news/14390468/detail.html?dl=mainclick" target="_blank"&gt;state of emergency&lt;/a&gt; has been declared, the Associated Press has reported.
